There are two separate checks that a referral goes through - Fraud settings & Campaign incentives criterias. If it passes the fraud measures you have set up, then it’ll determine whether a referral is marked 'Approved' or 'Blocked', for example. However, the referral must also pass the campaign incentives criterias for the specific campaign where it originated - i.e. 'Friend must be a new customer' or 'Friends purchase total is greater than $X'. Only if it passes both sets of checks does a user receive a reward.
